Accessibility Statement

1. Our Commitment to Accessibility

Mountains Community Health is committed to ensuring that this website is accessible to all people, including individuals with disabilities. We believe that access to health information and the ability to contact our care teams should not be limited by disability, and we have designed this Site with that principle in mind.

We are actively working to ensure our website conforms to the Web Content Accessibility Guidelines (WCAG) 2.1 Level AA, published by the World Wide Web Consortium (W3C). These guidelines explain how to make web content more accessible to people with a wide range of disabilities, including visual, auditory, physical, speech, cognitive, language, learning, and neurological disabilities.

We also recognize our obligations under:

  • The Americans with Disabilities Act (ADA) — Title III, which applies to public accommodations including hospital websites
  • Section 504 of the Rehabilitation Act of 1973, which applies to entities receiving federal financial assistance (including Medicare and Medicaid reimbursement)
  • Section 508 of the Rehabilitation Act, which establishes electronic and information technology accessibility standards
  • The California Unruh Civil Rights Act (Cal. Civ. Code § 51), which prohibits discrimination by business establishments, including on the basis of disability

2. Conformance Status

This website partially conforms to WCAG 2.1 Level AA. “Partially conforms” means that some parts of the content do not yet fully meet the standard. The areas of non-conformance are primarily limited to third-party content and legacy documents that are outside our direct control, as described in Section 4.

The site was designed and developed with accessibility as a priority, and manual testing with assistive technologies was conducted during development. We have not yet completed a formal third-party accessibility audit; we will update this statement upon completion of any such audit.

3. Accessibility Features of This Site

The following measures have been taken to improve accessibility across mch75.com:

Perceivable

  • All meaningful images include descriptive alternative text (alt text)
  • Decorative images are marked appropriately so screen readers skip them
  • Color is not used as the sole means of conveying information
  • Text and interactive elements meet or exceed minimum color contrast ratios (4.5:1 for normal text, 3:1 for large text) per WCAG 2.1 SC 1.4.3
  • Text can be resized up to 200% without loss of content or functionality
  • Content does not rely on sensory characteristics alone (e.g., shape, size, or position)

Operable

  • All interactive elements and navigation are accessible via keyboard without requiring a mouse
  • Focus indicators are visible so keyboard users can track their position on the page
  • A skip-to-content link is provided at the top of each page to allow users to bypass navigation
  • No content flashes more than three times per second, reducing seizure risk
  • Pages do not use timed interactions that cannot be paused or extended

Understandable

  • The page language is declared in the HTML so screen readers use the correct pronunciation
  • Navigation is consistent across pages
  • Form fields include visible labels and error messages that clearly describe what is required
  • Error suggestions are provided where input mistakes are detected

Robust

  • HTML and CSS are written to conform to W3C standards to maximize compatibility with current and future assistive technologies
  • ARIA (Accessible Rich Internet Applications) landmarks and roles are used where appropriate to convey structure to assistive technologies
  • The site is tested for compatibility with major screen readers and browsers (see Section 5)

4. Known Limitations and Third-Party Content

Despite our efforts, the following areas may not fully meet WCAG 2.1 AA standards. These limitations are primarily due to third-party platforms and legacy content that are not under our direct control. We are committed to monitoring and improving these areas where possible.

YouTube Embedded Videos

Some pages on this Site include videos embedded from YouTube (Google LLC). Closed captions are available on YouTube videos where the content creator or MCH has provided them, but automatic captions generated by YouTube may not be fully accurate. We encourage users who require accurate captions to use YouTube’s caption settings directly or contact us to request an accessible alternative.

DonorPerfect Donation Portal

The Donate button on this Site directs users to a donation portal operated by DonorPerfect (donorperfect.net). This is a third-party platform and its accessibility is governed by DonorPerfect’s own practices. We are not able to modify the accessibility features of this external platform. If you encounter barriers when attempting to make a donation, please contact us directly at (909) 336-3651 and a member of our Foundation team will assist you.

Mailchimp Newsletter

Newsletter subscription and delivery is managed through Mailchimp. The subscription link and email templates are subject to Mailchimp’s platform accessibility. If you have difficulty subscribing to or reading our newsletter, please contact us and we will provide the information through an accessible alternative.

Meditech Patient Portal

The Patient Portal linked from this Site is a separate platform operated by Meditech. Accessibility of the Patient Portal is governed by Meditech’s platform and is not within our direct control. If you require assistance accessing your patient records or portal features, please call our main line at (909) 336-3651.

Board Meeting Agenda PDFs

Board meeting agendas and related documents are published as PDF files. Older PDFs may not be fully tagged or structured for screen reader compatibility. We are working to improve PDF accessibility for newly published documents. If you require a board agenda in an accessible format, please contact us and we will provide a text-based alternative upon request.

Social Media Embeds — Facebook, Instagram, LinkedIn

This Site links to Mountains Community Health’s social media profiles on Facebook, Instagram, and LinkedIn. Content on these platforms is governed by each platform’s own accessibility practices. We do not control the accessibility of third-party social media platforms. Our social media content is intended to supplement, not replace, information available on our website.

5. Assistive Technology Compatibility

This website was manually tested during development with the following assistive technologies and browser combinations:

  • NVDA screen reader with Google Chrome (Windows)
  • VoiceOver screen reader with Safari (macOS and iOS)
  • Keyboard-only navigation (no mouse) across all major page types
  • Browser zoom at 200% across major desktop browsers

We aim for compatibility with assistive technologies that use current web standards. Very old or non-standard browser/assistive technology combinations may not render all content optimally. We recommend keeping your browser and assistive technology up to date for the best experience.

6. Feedback and Accessibility Requests

We welcome feedback on the accessibility of mch75.com. If you encounter any barriers, have difficulty accessing any content, or would like to request information in an alternative format, please contact us. We take all accessibility feedback seriously and will work to respond within 5 business days.

7. Our Ongoing Commitment

Accessibility is not a one-time effort. Mountains Community Health is committed to the following ongoing practices:

  • Reviewing this Accessibility Statement and updating it whenever significant changes are made to the Site
  • Including accessibility requirements in our evaluation criteria when selecting new third-party tools and platforms
  • Training web content contributors on accessible content practices, including image alt text, heading structure, and link labeling
